I first heard about it from Etsy sellers -- I had the impression some were trying to get some sort of amendment that would absolve small manufacturers.
I've also heard about it in the Irish Dance world -- the dresses are typically made by small manufacturers and typically use sequins and crystals in the trim, which probably contain lead. The dresses are worn for about 15 minutes at a time, the possibly lead-containing parts never touch the child, but it's still illegal.
