Yes! It is a full grammar based course in one volume. The official site http://www.wheelockslatin.com has suggestions for high school and middle school pacing. Secondary students usually need 2 years to finish the book.

My dd's online class uses Wheelock's, and they're taking two years to go through the book, so it does count as Latin 1 and 2. She loves this text and has learned so much!
