if i pay for something via paypal and am using my bank account # (as opposed to having funds in paypal account), will that make a fee get charged to the person i am sending it to?? Or is just when you use a cc #????

If you pay without using a credit card, there will be no fee.

It depends on what type of account the seller (accepter of payment) has.
You can basically have two different types of accounts with Paypal:
1. Accepts payments from account transfers only. No fees are charged to the seller for accepting a payment
2. Accepts payments from credit cards as well as account transfers. Fees are charged to the seller for *every* payment received.
Some people get around this by having different Paypal accounts to accept different types of payments. But I think you'd have to have different email addresses, and maybe even different bank account/user name/etc. I'm not completely sure what is required to do this.
But Paypal doesn't charge the buyer/payment sender for sending any type of payment.
