At what point do you think kids should be allowed to use calculators in Math?

I think you should teach them how to use one earlier and let them play with them occasionally, but not use them for math unless they need it for figuring out a sine or cosine.

My sister took Calculus 4 at a University. She was NEVER allowed to use a calculator.

they will need to be comfortable with a graphing calculator in order to do well on the SAT and ACT - those tests were designed with the assumption that a graphing calculator will be used.

Teach them to use calculators in elementary school-- most books will include lessons on this-- but don't let them use them regularly until they need a graphing calculator, which is usually around Algebra 2 or Pre-Calc/Trig.
