My Dd can't rhyme. She just doesn't seem to hear it at all.
Could this be related to her apraxia?
Is there any way to teach rhyming?

Yes, this is probably because of the Apraxia.
In order to teach rhyming you'll want to make sure that she has a strong phonemic awareness and using a program that fosters phonemic awareness is important. Reading Reflex is one such program and there are several others.
First, how old is dd?

She's 6.
She has a diagnosis of apraxia, and her neurologist also suspects either mild CP or mild Rett syndrome.

Personally, I would not really worry about it. My dd could never rhyme either. She is learning to read with the I See Sam books from http://www.sitespace.org.uk/. You can see the first 2 sets for free at http://www.teacherweb.com/CA/PomeloDriveElementary/Mrssakamoto/printap2.stm
We have apraxia, mild CP, cognitive impairments, etc. here as well.
