Regardig scholarship applications

When applying for a new scholarship how does one answer the question "Have you been awarded any other scholarship?" Is this question in relation to the previous year or the year for which we are applying?

My son received several scholarships as a freshman, some continue throughout his 4 years without reapplication as long as he maintains a certain standard, others require new application each year.

So, would I add up what he received in the 08/09 school year and use this amount when applying for the 09/10 school year or would I only add those that we know he will be receiving in the 09/10 school year.

And a follow-up question:

When writing a resume as an incoming freshman, my son listed his high school activities/community service, etc. When applying for a scholarship now, should he omit those high school activities and only list those he has done in college?
