I can't find a very good description of this book on the website. Is it necessary, or just helpful?

From what I can gather from my copy, note I have only had it for a week or so, it is used to determine your instruction level at the beginning and for continual assessment throughout the year. It has 8 different spelling lists in it which you use throughout the year to ensure progress, ie assessment. Then you can determine if you need to re-teach something or keep moving. It says to test every month on approximately the same day.
I would say it is necessary if you don't have the TG in order to use the program correctly. I believe Ellie said this info was included in the TG, mine has not arrived yet. It seems to me a key component with the program is continual assessment so the student does not "learn" wrong answers. Without the manual, you would have to find or make up your own lists. Plus, it also has the added benefit of telling you which grade level your student is on.

Yes, I would say it's necessary, although you *could* live without it. However, that's where the assessment tests are, to see how your dc are progressing in their spelling abilities. The Extended Ayres List is in your manual (WTRT), and that's what you work off every day, but the Spelling Assessement Manual has the lists that help you, well, assess how your dc are progressing.
