In what book does he introduce Trigonometry?

You work with sines and cosines in the Geometry book. Jacobs doesn't have a Trig book though - just Algebra and Geometry.

You can use Foerster's Alg & Trig for both algebra II and trig--or many people use it for a year of algebra II and then move to pre-calculus for trig and advanced algebra.
