Does Foerster's do any review of pre-algebra topics or should you be fresh out of a pre-algebra program to start the book?
And what about the Math Without Borders - how thorough are the explanations?

My Foerster's Alg. 1 ToC lists ch. 1 as Expressions and Equations, with the following topics:
Operations w/#
Variables
Powers & Exponents
Order of Operations
Expressions from Word Statements
Intro to Equations
Solving Equations
Problems that Lead to Equations
Problems That Lead to Expressions & Equations
Those sound review-ish to me. The 2nd chapter is all about negative numbers.
BTW, I'm selling a Foerster Alg. 1 set on the Sale/Swap Board.

I know there has been more talk about Foerster's in the past! I'm wanting to buy this but really want feedback!!
