Is McRuffy Spiral or mastery?

I would say it leans more towards spiral than mastery, but I am not sure that it fits neatly into either category. In the kindergaren level there are a few things that it does encourage you to keep doing until it is mastered. For spiral it isn't anything like CLE or Horizons where is has a ton of review problems every day. It is more like every few weeks there are a few review problems. (At least as best as I can remember in the kindergarten level) It is similar to what a lot of public schools would use. You cover addition in kindergarten, a little more advanced addtion in first, still more in second etc.
