Washington testing question

I think there was a discussion about testing on the old board- but I need clarification regarding who can administer the yearly assessment. Can I administer a test (say the ITBS) at home? I have a Masters in Education, but I am no longer certified. I looked on the WHO site, and it said a test can be given by a "qualified" tester.
