I mean, I know gov't can't run w/out the approval of the budget, but what does that mean?

I just read an article that the House may try to resubmit the bailout bill attached to the budget bill to force the Senate to vote for it. *I* don't feel threatened by that move. I have no problem voting against the whole crazy thing.

But I'm not a senator, lol. So I'm wondering...why would this tactic work?

We've had government shut-downs before. Out of desperation on the part of elected officials I am guessing any stoppage would be short-lived.
