I'm translating this as "one gives twice if one gives quickly." However, the question is, what does it really mean?

My guess: haste makes waste. Am I anywhere close?

also, Festina lente = Hasten slowly. Would "hurry up and wait" work for that? I'm less convinced of this.

It means that by giving promptly to someone in need, you are doing them two favors: helping them out and not making them wait for that help. :)

Ah, thanks! That makes perfect sense. I wish there were more context with our exercises.
