Can anyone tell me more about a 'cat's-meat-man'

Ds has come across this character twice in books. The first time in Doctor Doolittle and the second time today in an Alison Uttley book, 'A Traveller in Time'. I googled it and came up with a picture of a man with a cart. Did he sell meat for animals, or was it just cheap meat for humans. I am presuming it isn't really the meat of cats :eek:
