I was wondering what comes next in reading instruction after a phonics program. We are doing Hooked on Phonics and will be finishing up their second grade level in the next few months. Any program reccomendations would be helpful. Thanks!

Not sure if this is what you are looking for, but we did Veritas Press First Favorites. It was an easy way to work in reading comprehension and copywork and some fun activities. However, I am not sure where your dc's reading level is, but the books were easy for my ds and he lost interest in it quickly.

I did a search of our library catalog by "phonics" and found all the graded readers. We started with level 1 and worked our way up through level 3 or 4, then just moved into reading any book at all.

It depends. Does your dc need more reading instruction? Many kids wouldn't after HOP, but some would.
If your dc doesn't need more reading instruction, then you can just start getting books from the library. There are lots of great series that are at a late 2nd/early 3rd grade level:
Cam Jansen
A to Z Mysteries
Secrets of Droon
Katie Kazoo
Animal Ark Pets (the Animal Ark series is 4th grade level, but the Pets series is 3rd grade)
Magic Treehouse
etc.
If your dc does need more reading instruction, then Funnix, I See Sam, or Phonics for Reading (or some combination of 2 or 3 of them) would be good. My youngest is dyslexic, so I've used all of the programs I listed along with others as well.
