The explanation said it should mention a season or element of time, have 17 syllables and have a cut. What does that mean?

Cutting word defined-
Kireji is a special word in Japanese that indicates the pause, the end of the clause. It's not translated into English, but can be imitated with punctuation ('...', '--', ':', '!') or with proper line breaks (usually kireji splits haiku into two parts, the pause occurs at the end of the first or the second line).

The site above gives three translations of one of my favorite haiku- Issa's famous snail haiku.

O snail,
climb Mount Fuji
with no hurry

Climb Mount Fuji,
o snail --
but slowly, slowly

Snail --
it's about time you climbed
Mount Fuji

I would like to add this one:
Snail slowly --
slowly climb Mount Fuji!
