Soap box derby ?

My ds is interested in building things. I thought for one of his "science" projects this year, we would try to build and race in a soap box derby. Does anyone know where I could get information on how to do this and where they have races? (We are in Northern California). My ds is NOT in Boy Scouts (which I understand is into this) and he won't be involved in the near future. Is that the only avenue for this?

I have googled soap box derby, and only seem to get sites that sell kits.

Scouts do pinewood derby - tiny little cars. Soap box would be the large cars kid can sit in (I think)
