I know it mans they have many economically disadvantaged students and in my area, many students whose first language is not English. I was talking to the Spec. Ed. Teacher at our local elementary today and she mentioned this so I thought I should get more information.

Title 1 is a part of US Federal law that gives extra money to schools with a disadvantaged population. I think that a school gets money for each student who meets certain criteria under Title 1. When you say a school is a Title 1 school, I believe that meets that the majority of the students would meet this criteria. I found more info here (http://www.naeyc.org/policy/federal/title1.asp).
