How does one add to someone else's reputation?

How will I know when / whether I am eligible to add to some one's reputation?

The way I know to do it is to look at the top right corner of the post of the person you want to "rep". There's a #1, scales and a hazard triangle. Click on the scales and it will prompt you from there.

I have no idea when you're able to give someone a positive rep. I'll rep you in a positive way and you can let me know what color you got from me, if you don't mind. :)
