Name that rash - anyone want to play?

Please help me identify this rash (http://www.adrielhenderson.com/familyblog/index.html). Is it a big deal or not?

It goes all the way from her belly button to her knees and is little red dots. They are not blistered but also not lacy like some rashes. Do I need to take her in?

If you press firmly - but not hard - and act like you are trying to "wipe " it off does it go away for a few seconds?
If so possible alergy. That is what er ped. told me with ds.

As an inexperienced parent, dd had what seemed to me to be a rash but was actually blood seeping out of her veins. It was just under the skin - not on the skin. If you see that, it's serious. Our story ended well but it still scares me to think about it.
