I have butter, cocoa powder, sugar . . . oh crap, I don't have very much sugar. Well, that's okay; I think I have a cup or so. But I have tons of flour.
Any help?

substituting oil for the eggs - just about the same amount. It's not perfect but it's edible.

Do you have quick oatmeal? Peanut butter? If so, you can make some chocolate crack.
I think Jane posted the recipe earlier (chocolate oatmeal no-bake cookies).

1 heaping tablespoon baking powder, 1 heaping tablespoon oil, plus 1 tablespoon warm water
I always used this when my son had egg allergies and recipes worked well. may not rise as much
