How many hours of PE does it take to make one credit? Ds has been sporadic with exercise this year. One week he may get in 8 to 10 hours, the next couple of weeks only one or two hours. Is there any rule of thumb that says it has to be consistent? Do colleges even look at this stuff? We're in a state that doesn't require any reporting, this is just for transcript purposes.

I thought, but am not sure, you need to have a min. of 120 hrs to give a full credit.
Maybe someone knows more.

We do 150 give or take.
Some homeschools work per year and are structured more like a public school.
Others will maintain a running record. For instance, 2 credits of PE may be earned over a 4 year period.
I think you can do whatever fits your lifestyle.

Well, everyone seems to have a different "rule of thumb". But we used 150 hours/credit.

One "Carnegie Unit" is 120 hours...FWIW.

Unless your child has aspirations of a service academy or a phys ed sports med type of degree program, I just don't think it will matter very much. My oversight requires a minimum of 120 hours of work for a credit for non academic subjects like pe. We keep a log of hours for them. We have done basketball and Irish Dancing. We actually counted the basketball to earn our 1 required high school PE credit. We logged the Irish Dance because I plan to use it for an extra curricular. I don't really plan to report the specific number of hours of dance per year, but rather to help me construct the dimensions of the extra curricular activity.
And, for our oversight, it isn't the regularity of the PE that counts...just total hours.

Follow-up question on PE/Health class.... since I don't want the transcript to be full of "light" courses, is it okay to only list PE/Health in one year, for half credit? Or should you continue that course on the transcript for each of the four years? I'm concerned because we might have a lot of little courses (art, music, third language, health) that might crowd out the important biggie core courses (math, science, history, English, Foreign Language).
So I am wondering how many times to list PE...

I don't even have it on the transcript. Ds does yoga daily, and did historical fencing for 3 years. We just put the fencing on his transcript as an extracurricular. I'd check the colleges your child wants to attend--unless you are getting some sort of state diploma (we aren't), you don't even need it for most colleges.
And I'd just list it for one year, if you do list it.

I used 150 hours on my first dd's transcript. So, she got 2 credits in riding: dressage, and 2 credits in varsity swimming.
With my next, we were with NARS and they only use 80 (I know, one of the things I don't like). So, she had 4 credits of varsity swimming, 2 in varsity cross-country and one in junior varsity. She didn't run her freshman year. She also had 2 college credits from Lifeguard Training and 3 in Water Safety Instructor, though we counted that as Health--a requirement of NARS.

Ds simply logged 60+ hours.
Most high schools here in PA have their students earn 2 credits of PE for graduation (I'd have to go check the law on this, I don't think it is *required*). However, I tried to keep our transcript meeting at least minimum requirements, as we did not use a diploma program (they have their own requirements concerning this, I think?) I was very happy to have our sd super sign off on our PHEAA form recently. If you are not concerned about any of this, you can probably do *whatever* you want concerning PE:D

In our area, the kids need to have one full credit in PE, so we did two years of basketball at .5 credits each. I would not list it beyond whatever you think is a minimum. Like you said, I wouldn't want to give the impression of padding my transcript with "lite" stuff.
