Yes, you do mail them, even to the neighbors.

We did not sign ours. Yes, we mailed out all of them.

NO you do not sign them, theoretically you do mail them. If they live next door, I would probably just drop it in their mailbox and not stamp it, but that's MY frugal tip of the day :D
