The *quick & easy* way to add a mat/border to your photo is this (note: I'm using PSE 5.0)~
(1) Select the layer your photo is on.
(2) From the menu, choose >Edit >Stroke (Outline) Selection.
(3) Once the box pops up, set the width, color, etc. of the outline, then click OK.
(4) Voila! Instant photo mat.
