Chris, here are a few places to start...
1. Creative Kids Magazine, my kids are on the editorial board. They really are looking for new authors of short stories, kids' commentaries, artwork reviewers, etc. Nive magazine!

2. Bookworm Magazine. This is run by a homeschooler, Sophie McKibbon, who is now about 14 and started this magazine five years ago. It's nice to support her! She is always looking for short stories, art, reviews and such:

3. Skipping Stones. This is among my favorite children's magazines, because many of the articles are thoughtful, inspirational stories from children all over the world, on various environmental, nature, international themes. Again, they really do publish articles quite readily, so it is worthwhile to send them something!

Writing Competitions:
1.Scholastic Art and Writing Awards is a national contest that is fun to do. About a third of the entries win recognition, so that is encouraging. It is an annual program, with awards just announced now (my ds won Gold Key Award for a short story), but bookmark the site for next fall if you'd like to participate:

2. Sylvan Dell Publishing contest for homeschoolers-- picture book stories on nature and environment. Again, this is annual, so they just finished 2008, but look again for next year. We have won cash prize ($25!) so it is doable, and fun! Look for the "Homeschooler Writing Competition" in link (seems to be down at the moment).

There are many more, but these are a few off the top of my head! Enjoy, and get those kids writing!

and I do realize it isn't the same but a blog might be a fun way to get started. My 15 year old has a site where he publishes his comic books for his friends to read.
Just an idea.

There is a book called The Children's Writers and Illustrators Guide. At least, I think that's the title. It's published by Writer's Digest. It seems that most libraries carry it in their reference section. It's directed to aspiring adult professionals, but as I recall there was a section listing both book and magazine opportunities for children. Good luck!
