I know I've sold things that didn't show a fee, but I have no idea how that worked.

In order to avoid fees, a buyer would have to send the payment as personal and/or gift. You have that option when sending money to someone. You could not accept a non-fee payment if you were selling on eBay though.
So, if you are selling something on the Sale/Swap board, the buyer would "Send Money" to your PayPal email address and select the Personal tab. The only problem is that there is no buyer/seller protection if you bypass the fees since you are not indicating the sale of goods.
You will still have to pay the fees if the buyer uses a credit/debit card. Only checking account payments and funds drawn from a PayPal balance are free (if sent as a personal payment). You can always ask the sender to pay the fees if they pay with credit/debit card (2.9% + $0.30 per transaction).
Also, you could not use the standard PayPal shipping label creator to send the package for personal/gift payments. You would have to use PayPal Multi-Order shipping instead (and you can make individual labels with Multi-Order shipping).

That's interesting. I've never asked anyone to do that. I just noticed recently that it had happened a couple of times. I thought maybe it was because there was money in their paypal account, and if that was the case I was going to try and do the same when I pay others. I went back to see about the shipping label, but no address was given. The buyer had to send me their address. I think that's really risky for a buyer to pay as a gift. I don't think it's even a legitimate thing to do, so I would never ask anyone to do that.

I went back through my log and I do notice that it happened 3 times and each time there was no "Ship to" address for the buyer. So I guess it must have come as a gift payment. Thanks.

I don't think it's even a legitimate thing to do, so I would never ask anyone to do that.

From a previous post regarding this, someone here on the WTM did ask Paypal if it was okay to use the 'personal' option and Paypal said it was fine.

It is okay to do this; but not advisable unless you know/trust the person since there is no buyer/seller protection from paypal if the personal option is used.

Yes, I understand. I was just informing about the 'personal' option. Since it was already stated about the no protection I didn't want to repeat. :)

but really, in this community,.... it's not that big, so reputation is important.
I'm always nervouse to send somethign without tracking, I do it,. but I always wonder... " if it gets lost, and I did send it, ... yikes"

And this is why I won't send money that way. If I am buying something, I want the protection that Paypal offers if the sale goes south for some reason. Reputation in a small community is meaningful, but it doesn't refund my money if I get screwed over in a sale.
