secular history program for high school level?

Western Civilizationfor high school as a "spine," or else World History: A Human Odyssey. If you followed the readings of many of the programs recommended here to accompany the history, you would undoubtedly have a very solid history and literature program.
You might check TWTM's reading list for high school and tackle them in order; as far as a study guide to accompany those that would be secular, I'm not sure off-hand, but I'm certain that you would find something.

I second Spielvogel, for all but 20th century history. You can get a study guide to help, or you can go to the Wadsworth site and get some resources there. You could use the Omnibus primary readings or WTM to get a handle on coordinated literature.
