It's like "inert" where the "in" is a prefix but you never hear (at least I don't) the root word "ert" used by itself.
Inert is the word I was trying to explain to dd. I know there is another word like it and the prefix I'm pretty sure means not (like in-, non-, im-, ???). But I can not think of what the word is. Anyone? Anyone? (Bueller, Buelller, Bueller)

Innocuous? You mean it means the same thing as inert?

Inclement? Although I have rarely heard clement used. It's not an "in" word, but what about disgruntled? Can one be gruntled?:)
