I start with searching on the internet. How old is she? Most everyone 30 or under has a facebook/myspace page (I'm on facebook because my younger sisters made me).

I have looked online but she is unlisted. She does not like her stuff on the internet due to ex boyfriends.

Start with the last known place, then fan out from there. Did you know any of her friends or previous schools, sometimes plaves like Classmates.com are good starting point?

Even an old number. Also there are some websites out there if you put in a person's name and the last known place they lived you can pull some some pretty private info like age, current city living and current phone number.
