What does it mean to "finish the lower edge" of something?

I am making a blouse for dd's doll, and this instruction is for one of the neck band sections.

The glossary says: Finish = Stitch 1/4" from raw edge.

Does this mean just stitch around it, or am I supposed to turn it up and then stitch?

When I finish an edge, I do a zigzag stitch around it to keep it from unraveling. But I only finish edges on seams that no one will see, so they don't have to be hemmed, like the seams of where the sleeve meets the shoulder, etc.

If it's a facing piece that won't show, just turn under 1/4" and stitch or zig-zag. Stitch close to the raw edge. If I'm understanding you correctly, it's just to keep it from fraying.
