Yes.

I've read that some colleges don't accept SAT scores once a student begins college, but if he hasn't started college yet, I don't see a problem.

I knew a guy that took it as a cc student--not dual-enrolled either. I'm not sure of the details, but I imagine it had something to do w/scholarships.

Yes, they can. They offer them on military bases for soldiers so those are people who did graduate from high school.
