Maybe Oak Meadow? I can't remember what exactly is in their preschool curriculum, but being Waldorf, it should draw heavily on fairytales. Enki is a possibility too.

I think Winterpromise's Journey to the Imagination has a lot of fairytales.

I have a literature pockets book on Nursery rhymes...something like that might be fun.

I'm not exactly sure what all you want in a program. But Great Books Academy/Angelicum Academy primarily recommend fairy tales as their literature selections for Nursery, Preschool, and Kindergarten levels. Their philosophy is "good books before Great books." http://www.greatbooksacademy.org/ They have great lists anyway. :)

Also, AmblesideOnline Year 0 is more focused on fables, fairy tales, nursery rhymes.

This one is free and it goes over a nursery rhyme every week.

This is the only one I know of other than the pocket books by evan - moor, that someone has already mentioned.

you could use a felt board too. There are lots of companies that sell fairy tale felt figures.

If you are at all interested in Waldorf try A Little Garden Flower. I can personally highly recommend them. The 1st grade book would be a lovely Kindergarten. Lite on the workbooks, lots of stories, crafts & hands on.
