question about transaction that has not completed...

I read most/all of the stickies/rules, etc., but was wondering what protocol is for a transaction that has not completed. How long is acceptable when waiting to receive an item and is there a reporting process? I know I can file a claim through paypal, but wasn't sure if there was a process here too. I pm'ed the member to ask when item was mailed but didn't get a response. The last time the member posted was updating her FS post the day after my paypal (~3 weeks ago).
