Questions about copyrights, WTM and such

I noticed that several companies use WTM as base and made curriculum guides to fit. How can they do that? It's not illegal?

I am thinking specifically about Biblioplan and Easy Classical. They both state clearly that they are based on the writings of WTM.

Hmmm, just thinking.
