Linking to other blogs - What is the etiquette for this?

I don't have the sidebar thing linking to other blogs I read and like, but I'd like to. Do most people like for you to ask before you do this? What is the proper blogging etiquette for this? I'm eager to get a list up. Thanks!

My general rule of thumb for linking to other blogs is that if it is a public blog and could be accessed through a search, I link without asking permission. If it is a private blog, well then it's private, and even if I link to it, not just anyone will be able to access it, so I don't bother. :D

What Tutor said. If it's a public blog, I link without asking permission. I do often send a note to the blog-owner to let them know I've linked them, but not always.
