They have a small apartment with everything they really need. I can't spend a lot of money, but I would like to get them something nice that wouldn't be useless or in the way, IYKWIM. I'm stumped.

a gift card for a restaurant? I don't know how much money would be "not a lot of money", :o
That's different for different people. or maybe you could offer to make a dinner for them, and take it to them (if you live near them).

Given the kind of family we are, I'd be inclined to give books - a realyl nice copy of a beloved book, a whole series they might have had out of the library but not been able to get themselves, a few of the latest books by some authors they love... things they might not be able to justify getting for themselves, but that would give them joy.

Or something similar with music... the complete Beethoven Violin Sonatas, the complete Les Miserables, a retrospective collection of his/her/their favorite musician.

A set of tickets to a play or concert they would love

A photo display - starting with baby pictures of each of them up to their wedding picture.

If they are game players, a new game.

a certificate for a housecleaning service

...and mazel tov to you and them!

Make an elegant dinner (or floor picnic), and use new candles. Each time you use them, you'll remember the event. Dress up like it's a fancy restaurant, classical music and a family photo to later place in frame.

My in-laws gave us a lovely wooden clock, and unrolled TP all around it in the box to cushion it!

28 years later, that clock is still on our wall. We have moved it 6 times since then, but it still reminds us of them and their support.

Were they able to purchase all their wedding photos? Maybe ordering one -- or paying for them to order one & framing it for them? Or a portrait session for their one year anniversary?

Another idea: just a nice photo/picture/painting?

A copy of 'The Tightwad Gazette'. I wish someone had given me that when I was first married.
